How do you fix odd binding lines on tall prints?

I have been slowly getting my A5S tuned. I just recently tries to print a full size helmet. The majority of the print looks fine, but as it gets to the top there are these odd horizontal bands.

My initial thought is I may need to grease the Z axis rod's. The bands are caused by the print head not raising up far enough for the specific layer. Or possibly the bed springs slowly pushed the bed up slightly.

Has anyone see this before? If so, is there some things I can try to correct for it?

There are some gaps further down the print as well, but I just assumed this was slightly bound in the bowden tube and under extruded.
